According to the method, optimal mode selection methods of rough mode decision (RMD), most probable mode (MPM) and rate distortion optimization (RDO) in the HEVC are used, a texture-based additional mode selection process is added after RMD, the quantity of candidate modes is reduced to 2-5 for prediction blocks with the size of 4*4 and 8*8, the quantity of the candidate modes is reduced to 2-5 for prediction blocks with the size of 16*16 and 32*32, so that the quantity of the candidate modes participating in the RDO mode selection is obviously reduced.
