The method comprises the steps of cutting two pieces of square lining; aligning the two pieces of lining with the front surfaces facing inwards, connecting a diagonal line CA, and drawing a circular arc with half the length of a perimeter of a sole serving as a radius and with C serving as the center of a circle, so that the circular arc and CD are intersected at the position of a point N, the circular arc and CA are intersected at the position of a point E, and the circular arc and CB are connected at the position of a point M; measuring EF which is equal to the length of an inner side seam of the trousers with the point E serving as a starting point on the diagonal line CA; passing through a point F and drawing a vertical line onto AD, so that the vertical line and AD are intersected at the position of a point L, the LF is a back rise seam of the trousers, and LD is a back waist of the trousers; passing through a point F and drawing a vertical line onto AB, so that the vertical line and AB are intersected at the position of a point H, the HF is a front rise seam of the trousers, and HB is a back waist of the trousers; a figure which is defined by points of DLFHBMEN is a tailoring drawing of the ruffle trousers; during sewing, the back rise seams LF of the two pieces of lining are sewn up, the front rise seams HF of the two pieces of lining are sewn up, and outer side seams DN and BM of the same piece of lining are respectively sewn up; and finally an elastic cord for the waist is tightened.
