The present invention discloses an agreed short message-based WeChat remote mobile monitoring and returning system. The system comprises a monitoring end and a monitored end. The monitored end is configured to monitor preset information and determine whether the preset information is matched. The preset information is stored in a database and at least comprises a monitored number and a record of agreed short message content. If the preset information is not matched, the short message content and a sender of the short message content are acquired, and the preset information is matched in the database. If the preset information is matched, when the monitored number is authorized and the agreed short message content is determined as a monitored short message, the monitoring end executes a corresponding monitoring instruction according to a preset type code, so as to complete monitoring. Through adoption of the method, functions of video monitoring, GPS positioning and cellphone state inquiring based on short messages are realized, all information are forwarded to an assigned WeChat user finally, so that cross-system remote mobile monitoring, returning and instant checking are realized rapidly yet conveniently.
