The method comprises the steps that the active power of a DG is set; active management of on-load voltage regulation of a transformer is conducted; active management of a reactive power compensator is conducted to keep the reactive power of a distribution network to be in a given range; load modeling is conducted, and constraint formulas of the voltage, the active power and the reactive power are defined; target functions including the investment cost of the DG, the maintenance and operation cost of the DG, the electricity price cost needed when electricity is purchased from an electricity selling company, the cost of active power consumption, the expected value of the active power and the cost of active management equipment are determined; and finally a total cost function is solved. Meanwhile, the method based on the total life cycling cost is adopted in planning, and the operation cost of the active distribution network is effectively calculated.
