The present invention, in various embodiments, provides a rotary cutting device having a flexible, elongated, rotatable drive shaft with an eccentric abrading head system attached thereto. At least a portion of the eccentric enlarging abrading head in the system has a tissue removal surface - typically an abrasive surface.
