The transfer system comprises an on-dam mine, an on-dam processing plant and an under-dam processing plant, wherein the on-dam mine and the on-dam processing plant are arranged in the upper reach of a reservoir area, and the under-dam processing plant is arranged in the lower reach of the reservoir area. An aggregate belt conveyor is arranged between the on-dam mine and the on-dam processing plant, and an ore pulp pipeline is arranged between the on-dam processing plant and the under-dam processing plant. Energy dissipation stations are arranged along the ore pulp pipeline. The system can simultaneously achieve the purposes of long-distance transportation of minerals and dam getting-over during water transport, so that more mineral resources can be transported to the destination in a faster and more economical way.
