The method comprises the steps of receiving handover measurement report information, the handover measurement report information at least comprising at least one of reference signal reception power and reference signal reception quality of at least one cell adjacent to a serving cell corresponding to a terminal device; determining a first to-be-switched neighbor cell from atleast one cell adjacent to the serving cell according to a preset selection mode; determining resource available information of the first to-be-switched neighbor cell, and determining whether the resource of the first to-be-switched neighbor cell is available for switching according to the resource available information, the resource available information comprising predetermined indication information about whether the resource of the first to-be-switched neighbor cell is available; and if the resources of the first to-be-switched neighbor cell can be switched, initiating switching to the first to-be-switched neighbor cell so as to switch from the serving cell to the first to-be-switched neighbor cell.
