The invention relates to a room thermoelectric cold heat source system, which is formed by one or several electric heat pump groups, fan coil tube or ground heat coil tube, outdoor heat absorber, cooling tower, low-height water tank, heat storage water tank, hot water injector, hot water cock, electric refrigerator, water pump, electric control valve, and connecting tubes, wherein each electric heat pump group has two groups of high-efficiency low-energy consumption thermoelectric elements as semi-conductor refrigerating chips, whose two sides are plate energy conductive water tanks, that serially and parallel connected, via tube, fan coil tube or ground heat coil tube, electric control valve, cooling tower or outdoor heat absorber, low-height water tank, heat storage water tank, and water pump, to form cycle loop. The electric refrigerator is formed by heat absorber, high-efficiency low-energy consumption thermoelectric element, hot water tank, and coolant tank. The invention has high efficiency, low cost and non pollution.
