The embodiment of the invention discloses a message authentication code MAC-I managing method, device and system, wherein the method comprises the steps of determining an UE which can start an RRC connection rebuilding process; determining a cell meeting the RRC connection rebuilding condition for the UE and computing and storing the MAC-I of the cell; receiving an RRC connection rebuilding request message with the MAC-I and a cell mark the corresponding cell of which belongs to the cell meeting the RRC connection rebuilding condition, which are sent by the UE; and comparing the MAC-I in the RRC connection rebuilding request message with the MAC-I of the cell corresponding to the cell mark, and deciding whether to accept the RRC connection rebuilding request of the UE or not.
