The method comprises the steps that firstly, an available channel probability threshold alpha and an interference side probability threshold beta are set, each subgraph is predicated according to the interference relation between the mobile cognitive users, the available channel list of each cognitive user in the subgraphs is predicated according to the interference relation between the mobile cognitive users and authorized users, and therefore the predication topological graph of the whole network and the predicated available channel list of each cognitive user are obtained; then, in the view of fairness, channel allocation is carried out on the predication subgraphs one by one; according to the allocation of each subgraph, a maximum independent set is solved firstly, and then the channel allocation is uniformly carried out on nodes in the subgraphs.
