The invention provides a managed spacecraft task management system, which comprises a task template base, a hotspot region base, a managed rule base and a managed rule interpretation module, wherein the task template base stores the use configuration of loads under different conditions, the hotspot region base stores the sub-satellite point range of the load boosting work, the managed rule base stores managed rules required by a spacecraft for automatic rule generation, the managed rule interpretation module generates new tasks according to the information of three bases including the task template base, the hotspot region base and the managed rule base and inserts the new tasks into a task queue, the task interpretation module deletes excessive tasks according to task priority and resource limiting conditions, then, the tasks are decomposed into instruction sequences to be inserted into an instruction queue, and finally, the instructions are executed and output. Meanwhile, the invention also provides a management method. The system and the method provided by the invention solve the problems that the ground control remote injection number of the complicated spacecraft is great, and the operation and task generation workload of ground control personnel is great. The spacecraft automatically generates the tasks and the instructions in an in-orbit way according to the information of the three bases including the managed rule base, the task template base and the hotspot region base.
