The cost sharing and tracing device comprises an input unit, a computation model unit and an output unit, wherein the input unit is used for defining a universal interface, a cost sharing relation service registry and a maintenance interface and is used for constructing a sharing relation duration condition; the computation model unit is used for calculating a cost sharing relation based on the defined universal interface, cost sharing relation service registry and maintenance interface and the constructed sharing relation duration condition; and the output unit is used for outputting a cost tracing list, a cost computation result and a cost computation result list based on a computation result of the cost sharing relation. The invention further provides a cost sharing and tracing method. According to the technical scheme provided by the invention, the cost sharing and tracing of multi-target type metadata can be finished by sufficiently utilizing single-target type metadata and a document description type on the basis of an existing cost sharing and tracing manner; and a universal and unified sharing and tracing concept which is participated by the multi-target type metadata and faces complicated type cost sharing and tracing is established.
