By adopting the method, in each scheduling process of radio resources, for the user equipment to which the scheduling resources are distributed successfully, the scheduling priority of the transmission group can be reduced; for the user equipment to which the scheduling resources are not successfully distributed, the scheduling priority of the transmission group can be increased, therefore, the radio resources can be fairly scheduled and distributed to the user equipment.
