The increment of total people delay of each phase of each intersection is reduced as far as possible by limiting the upper limit of delay of the passing social vehicles and the public transport vehicles of non-priority phases. Firstly delay of the trams at the intersection is reduced by adjusting speed of the trams. Then a green light extension or red light early break strategy is selected to be applied to each non-priority phase by limiting the upper limit of the increment of delay of the passing vehicle of the non-priority phases so that influence on the single non-priority phase can be reduced. Meanwhile, delay caused on the regular public transport vehicles is specially considered and the increment of total people delay of each non-priority phase of the intersection is reduced as far as possible. Operation efficiency of urban public traffic can be enhanced and the healthy development of urban traffic can also be facilitated.
