Abstract

The invention provides a high performance video encoding method in combination with frame rate conversion for the HEVC encoding standard. The method mainly comprises the following steps: performing self-adaptive frame-extracting on an original video at an encoding end to lower the transmission data amount; performing HEVC encoding on a low frame rate video, performing motion vector estimation on a lost frame in combination with the reference frame motion vector extracted from the code stream and the intra-frame blocking information, and then reconstructing the lost frame through the improved two-way motion compensation inserting frame based on block coverage in combination with the above mentioned motion vector at a decoding end. The transmission data amount is lowered due to self-adaptive frame-extraction, and the transmission bandwidth is saved; plenty of time is saved since the process of performing repeated motion estimation on the decoded video is omitted; and the quality of the reconstructed video is guaranteed due to the improved two-way motion compensation inserting frame based on block coverage. An experimental result shows that the algorithm provided by the invention saves about 15% of code rate in the premise of guaranteeing that the reconstructed video PSNR approaches to consistency at a middle and low code rate end, and the encoding time is saved nearly 40% at the same time.
