The system comprises a distributed subsystem and a centralized control subsystem, wherein the distributed subsystem is used for acquiring network topology structure information and sending to the centralized control system, and is further used for analyzing configuration information sent by the centralized control subsystem; the centralized control subsystem is used for analyzing a SCD file according to the automatic configuration of the configuration information, generating the configuration information according to the information acquired by analyzing the SCD file and the received network topology structure information, and sending the configuration information to the distributed subsystem. Through the system and method disclosed by the embodiment of the invention, a virtual secondary loop automatic configuration of the process layer can be realized, the manpower workload and the configuration error are lowered, and the configuration efficiency and the configuration accuracy are improved.
