The method comprises the following steps that each consensus node receives to-be-stored business data sent by a business acceptance platform; each consensus node generates a preprocessing block according to the to-be-stored business data; when the consensus node is a leader node, the preprocessing blocks are sent to various follower nodes to carry out consensus verification after the preprocessing blocks pass consensus verification; and when the consensus node is not the leader node, the preprocessing blocks are sent to the leader node. According to the method provided by the embodiments of the invention, after each consensus node receives the to-be-stored business data, the corresponding preprocessing block can be created, and when the consensus is carried out on the preprocessing block, the leader node is firstly verified, and the leader node only sends the preprocessing blocks to the various follower nodes to carry out consensus verification after verification, so that any consensus node can initiate consensus at any time.
