The invention discloses an improved PBFT consensus method based on ISM. The method comprises the following steps: firstly, constructing ISM through a transaction relationship between blockchain nodes,and layering blockchain consensus nodes; and expanding from bottom to top, taking a bottom layer node as a consensus center node and a sub-bottom layer node as a consensus first-level node, and so on, defining a block chain consensus node layering method, and establishing a block chain consensus node layering system. And then, partitioning the layered blockchain consensus nodes by using an exploration method, dividing a plurality of child node clusters participating in consensus, and performing PBFT consensus by using the multi-center child node cluster blocks. And finally, the consensus center node submits a consensus result to the block to realize overall consensus. According to the invention, the hierarchical blocking consensus of the multi-center sub-node cluster is realized, the network congestion problem in the traditional PBFT algorithm is solved, the block chain network broadcast resource waste is reduced, the block chain consensus communication cost is reduced, and the communication and consensus efficiency is greatly improved while the block chain consensus safety is ensured.
