The method concretely comprises the steps of (1) obtaining the Pareto distribution probability density expression of the sea clutter observed in multiple times, (2) calculating a reference value of the logarithm cumulant, (3) obtaining a sea clutter average value sequence, (4)calculating an estimated value of the logarithm cumulant, and (5) extracting parameter information.
