The method comprises the following steps of: judging whether a vehicle enters a service area or not by utilizing a hierarchical clustering algorithm according to a road section where the service area is located and historical driving data of the vehicle, and calculating a shunting coefficientof the vehicle entering the service area; and obtaining the traffic flow entering the service area according to the shunting coefficient and the entering flow of an ETC portal and a toll station whichare located at the upstream of the service area in a certain time window. Under the condition that no traffic detection device is arranged at the entrance of the expressway service area, the historical ETC portal data information is utilized, the entrance flow of the service area is estimated according to the passage information of vehicles at the ETC portal.
