congestion window size according to the real-time sending rate of the speed measurement
server, quickly adapts the network state to occupy the available bandwidth; finally, the IQR
algorithm is used to eliminate outliers in the speed measurement result and calculate the effective average value, and finally the speed measurement result that conforms to the real
bearing capacity of the broadband line is output, which meets the demand of the operator for local precise speed measurement of the user end.
