In the method, a resource management and authorization system makes a torrent file according to configuration information and stores the torrent file; a client sends generated registration information to an authorization server, and an authorization server carries out the registration authentication on the client according to the received registration information; the resource management and authorization system activates a customer according to the configuration and determines to delegate authority to the torrents used by the client, wherein storage information of the torrent file corresponding to torrents makes up a torrent list corresponding to the client; the client requests the authorization server to acquire the corresponding torrent list, the authorization server judges whether the client passes the registration authentication or not, if so, the authorization server acquires the torrentlist corresponding to the client and returns the torrent list to the client; and the client obtains the torrent file in authorized use according to the torrent list and applies the torrent file to download the resource.
