The user attribute determining method comprises the following steps: acquiring a user j in a cell to be used as a transmission rate of a cell edge user (CEU) and a cell center user (CCU); if the user j has been determined as the CEU, directly acquiring the user j to be used as the transmission rate, and the j taking a positive integer; acquiring a maximum value of a utility function according to the transmission rate; and an attribute of the user j corresponding to the transmission rate, which corresponds to the maximum of the utility function, being used as the user attribute of the user j in the cell, and the user attribute being the CEU or the CCU. The user attribute determining method can avoid the problem in the prior art of the sharply declined performance of users in the process of inter-cell interference coordination due to errors in determination of the attributes of users.
