Abstract

The invention relates to a transferring and scheduling method of a scalable video coding (SVC) video, wherein transfer and scheduling of the SVC video in a channel time varying environment for cognitive radio is optimized so as to further optimize subjective quality of the video at the receiving end by means of adaptability of scalability of SVC to the time varying channel by coordinating factors which comprehensively affect subjective experience of an information source, the channel and the receiving end. According to the method provided by the invention, the state of a buffer area at the receiving end is considered in transmission and schedule of the SVC video aiming at the characteristics of CR (Cognitive Radio) network, and data with higher contribution to subjective experience of the video are preferably sent under limited resources, so that the underflow probability of the buffer area at the receiving end is reduced. The underflow probability of the buffer area at the receiving end is reduced through a self-adaptive video play mechanism, and meanwhile, as the content characteristics of the video are taken into consideration, the user hardly perceives adjustment of play rate. According to the method provided by the invention, the subjective experience of the SVC video is optimized through comprehensive consideration and coordination of factors which affect subjective experience at the sending and receiving ends.
