The frequency conversion controller comprises a second wireless receiving and dispatching module, a frequency converter and a second touch terminal. The second wireless receiving and dispatching module receives the test setting parameters sent by the first wireless receiving and dispatching module and forwards the test setting parameters to the frequency converter, and the frequency converter controls the external loop according to the test setting parameters so that a withstand voltage test can be made.
