A barometric leveling sensor is arranged on each pseudolite base station. The information is coded according to a certain format to form a navigation message. Spread spectrum modulation is conducted on pseudo-random codes and the navigation message, carrier modulation is then conducted on the pseudo-random codes and the navigation message, up-conversion is conducted, and then the pseudo-random codes and the navigation message are transmitted out through an antenna.
