Provided are a system and a method for permitting a user to submit a payment electronically, which includes a network and an electronic device in communication. The electronic device is operated by the user to submit an electronic payment request. A first server in communication with the network receives the request and in response communicates an encryption key and process to the electronic device. The electronic device encrypts the financial information with the encryption key and process and communicates encrypted financial information to the first server. A second server is in communication with the first server at least some of the time via an Internet connection.
