The service device includes: a registration module (22) for receiving the registration of the terminal, assigning a Proximity-based Services identifier (ProSe ID) to the terminal, and associating application information of the terminal with the ProSe ID, wherein, the application information includes information for identifying applications; a discovery module (24) for instructing a base station to allocate discovery resources to the terminal, and transmitting a discovery result, wherein, the discovery resources are used for discovery between two terminals.
