The scheduling method comprises the following steps of: determining the bandwidth required by a file requested and accessed by a client side, and constantly distributing the bandwidth to the client side; and, when transmission of the file requested and accessed by the client side is ended, disconnecting the client side, and recycling the bandwidth to the total bandwidth. The invention further provides a corresponding system. Compared with the manner of detecting the bandwidth (such as routing exploration) in real time in the prior art, the scheduling method and system in the embodiment of the invention have the benefits that: data distributed by bandwidths of various client sides can be accurately controlled through the method in the embodiment of the invention; therefore, the bandwidths of various client sides are very steady while accessing the file; the problem that bandwidth distribution of other client sides is also influenced due to the fact that the access speed is unsteady when one client side is failed or has an unexpected incident can be avoided; reduction of the system performance is avoided; and thus, the user experience is improved.
