The mobile phone APP payment facility, which is applied to public parking spots or shared parking spots needing parking fee collection, comprises columns, vehicle detection units of which each is composed of a detection device and a single-chip microcomputer device, APP payment units of which each is composed of a parking spot identifier and a mobile phone APP, onsite terminals, and monitoring terminals. Each single-chip microcomputer device is in signal connection with the corresponding detection device and the corresponding monitoring terminal. Each onsite terminal is in signal connection with the corresponding monitoring terminal. The monitoring terminals are in signal connection with a mobile phone APP running system. The using method comprises the following steps: a user registers as a legitimate user; the user parks or picks a vehicle; the registered legitimate user runs the mobile phone APP on site; the field terminal performs operations; and the monitoring terminal carries out a control process. The control process carried out by the monitoring terminal includes processing a detection information subprogram, processing a user registration and change data subprogram, processing a user's onsite APP operation subprogram, processing an onsite terminal (8) information subprogram, and processing a subprogram of records of non-legitimate users indicating that the toll collection time is up but no image is taken.
