The target charging rule determination method comprises the steps that a BMP (Business Management Point) can determine a multi-target optimization function group based on a target service and multiple to-be-optimized indexes and accordingly can determine an effective solution of the multi-target optimization function group, wherein the effective solution comprises multiple charging rules of the target service; and the BMP also can predict potential users of packages which include the target service, can calculate a value of each one of the multiple to-be-optimized indexes of the potential users for each one of the multiple charging rules, and accordingly can determine the charging rule corresponding to the value of the to-be-optimized index which satisfies the optimization target as the target charging rule. Through the embodiment, the BMP can obtain multiple charging rules for one time, so that repeated adjustment of the weight of the optimization index is unnecessary. Therefore, the determination efficiency for the charging rule of the target service in a new package can be increased.
