The method isrealized through interaction of a private cloud and an ESB and an EMB of the all-station network, and butt joint of the PaaS layer of the private cloud and a main platform of the ESB and the EMB of the all-station network; a business integration service port of the PaaS layer is in communication with the ESB (Enterprise Service Bus) of the main platform of the all-station network to initiate processes such as broadcast, medium asset filing and the like; a resource adaptation service port of the PaaS layer is used for acquiring files in the private cloud; and a layer public service capabilityport of the PaaS is matched with the EMB (Enterprise Media Bus) of the main platform to complete file transmission.
