A BIOS is adopted to detect the operating status of a BMC.The operation of speed regulating for the fanis continued by using the BMC when the operating status of the BMC is normal, and the speed regulating for the target fan is completed by using the BIOS when the operating status of the BMC is abnormal. Therefore,an additional single chip microcomputer can be omitted and heat dissipation burdens of a device can be reduced, and furthermore, when the operating status of the BMC is abnormal, the BIOS can still be used for completing the speed regulating for the fan and the heat dissipation performance of the device is effectively ensured. The invention further discloses a speed regulating system and device for the fan and a computer readable storage medium.
