The method comprises the following steps that: step one, a function map visio file is outputted to be a fixed-format source xml file and then format checking and consistencychecking are carried out on the source format xml file; step two, consistency checking of the source xml file is not done successfully, a designer modifies the function map and then the step one is performed again; if consistency checking of the source xml file is done successfully, the source xml file is converted into a target xml file; step three, according to a visio mold library file, a control algorithm module library is created on a simulation platform; and step four, the simulation platform carries out sub-module division on a configuration drawing file and carries out automatic allocation on a drawing task number, and compiling down-loading of simulation sub modules is carried out to form an instrument-controlled finished product file. According to the invention, the method is implemented rapidly and accurately without human intervention.
