The method comprises the steps: initializing at least two resourcepools, wherein each resource pool is corresponding to one carrier; excluding an expected busy resource in each resource pool, wherein the expected busy resource is correlated with a resource with thechannel signal intensity in a sensing period being greater than a comparison threshold value; judging whether the remaining resource of a candidate resource pool meets the standard of stopping the resource excluding or not, wherein the standard of stopping the resource excluding comprises a standard that a standard parameter of the candidate resource pool is greater than or equal to a preset threshold value of the standard parameter; selecting a resource subset from all the remaining resources in the candidate resource pool if the standard of stopping the resource excluding is met; increasingthe comparison threshold value if the standard of stopping the resource excluding is not met, and then repeatedly performing the step of excluding the expected busy resource in each resource pool andthe steps thereafter.
