The device comprises a two-degree-of-freedom rotating clamp, a driver, a horizontal angle measuring unit, a vertical angle measuring unit and an angle data acquisition device, the two-degree-of-freedom rotating clamp comprises a horizontal rotating shaft, a vertical rotating shaft, a front clamping piece and a rear clamping piece. The front clamping piece is arranged to enable the front end of the workpiece to be clamped and then to be still allowed to swing in the vertical direction andthe horizontal direction, and the rear clamping piece is arranged to enable the rear end of the workpiece to be clamped and then not to be allowed to swing in the vertical direction and the horizontal direction and enable the workpiece to be clamped and then not to be allowed to twist and slide. The front clamping piece is supported and installed on the vertical rotating shaft, the vertical rotating shaft is supported and installed on the horizontal rotating shaft, the horizontal rotating shaft and the vertical rotating shaft are loaded with the horizontal angle measuring unit and the vertical angle measuring unit respectively, and the driver drives the front end of the workpiece to deflect in the horizontal direction and the vertical direction.
