According to the method, when the terminal equipment determines that the congestion control timer is in the first state and determines that the first service exists in the first PDU session, the PDU session modificationrequest can be immediately sent to the network equipment, so that the problem of service processing failure caused by release of the PDU session is avoided, and the communication stability is effectively ensured.
