The method comprises the following steps: determining a data interval mean value of drilling historical data and earthquake historical data in a set time range; wherein the data interval mean value comprises a drilling seismic exploration engineering cost data interval mean value and a drilling seismic exploration engineering effect data interval mean value; calculating recoverable reserves according to an oil-gas exploration reserve expected target; determining the discovery cost according to the international crude oil price; wherein the discovery cost comprises petroleum discovery cost, natural gas discovery cost and oil gas discovery cost; calculating drilling capabilities of different oil and gas fields according to the drilling historical data; and inputting the data interval mean value, the recoverable reserves, the discovery cost and the drilling capability into a pre-established plan optimization model, and performing oil-gas exploration optimization. The data interval mean value, the recoverable reserves, the discovery cost and the drilling capacity can be input into the pre-established plan optimization model, and oil-gas exploration workload and investment optimization is carried out.
