Wherein, it is completed by MAC layer; MAC checks the real emitted data amount and the useful TF, at each TTI; if the transmission block number of useful TF is equal to the real emitted data block number, selecting said TF; or else, selecting two TF whose real emitted data block numbers DataNum approach the transmission block number of all useful TF most, to be recorded as TFA and TFB, while TFA> DataNum>TFB; when there is no TFA, TFB is the selected result; when there is TFA, judging if (DataNum-TFB)/(TFA- TFB)<LIMIT, and TFB is the selected result; or else, the selection result of TF is TFA; the transmission block number filled by MAC is as PAD=TFA-DataNum.
