This invention relates to the field of metal-organic framework (MOF) functional materials technology, specifically to a plasmonic MOF composite catalyst, its preparation method, and its application. The composite catalyst has a core-shell structure, comprising: a core containing gold nanoparticles exhibiting plasmonic effects; a shell coating the surface of the core, comprising a zinc-containing MOF material; and metal ions introduced and loaded into the zinc-containing MOF material via bridging molecules, wherein the bridging molecules are small organic molecules containing -NH2 groups. This invention effectively overcomes the electrostatic repulsion effect caused by the electropositivity of the zinc-containing MOF surface through the coordination interaction between the -NH2 groups in the bridging molecules and the metal ions, achieving effective introduction of metal ions within the framework. The resulting composite catalyst exhibits excellent catalytic activity and selectivity in the photoelectrochemical reduction of nitrate to ammonia.
