The technology provided by the invention is characterized in that since loads on power lines are remarkably different and change in real time, phase deviation can be caused on respective specific zero crossing points of any two power lines. In the technology, by depending on a zero-crossing time division communication manner of a Qingdao Topscomm spread spectrum carrier communication system, a carrier chip is used for tracking the phase deviation of each zero-crossing carrier signal, thus the distribution room of each zero crossing carrier signal is judged. The carrier chip is used for not only tracking all the zero-crossing carrier signals but also judging the distribution room of each zero crossing carrier signal per se, thus the accuracy is stable and reliable and no peripheral equipment is required to be added for a carrier electric energy meter.
