The method comprises the following steps that: an edge tunnel router receives the IP message; the edge tunnel router locally searches the RLOC address which corresponds to the EID address of the IP message; the edge tunnel router encapsulates the RLOC address for the IP message; and the edge tunnel router sends the encapsulated IP message.
