The invention aims to solve a technology problem that it is difficult to fully use an information automation means to carry out a quantified and comprehensive evaluation toward science oriented medium and small size enterprises. The evaluating system comprises 2 first level index modules, 13 secondary index modules and 26 three level index modules, wherein the first level modules are respectively a finance index module and a non-finance index module. The finance index module is provided with 5 secondary index modules, namely, debt-paying capability, operation capability, profit capability, growth capability and cash flow. The non-finance index module is provided with 8 secondary index modules, namely, operator quality, enterprise basic evaluation, enterprise growth prospect, enterprise creativity, enterprise obtained financing case, enterprise self recommendation and contingencies.
