The sending device is used for dynamically inserting a dual-tone multifrequency emergency broadcast signaling according to a demand in a clearance period of a broadcast program audio signal or clearance of a statement, and mixing the dual-tone multifrequency emergency broadcast signaling with the broadcast program audio signaling, followed by outputting. The receiving device is used for receiving the broadcast program audio signal containing the dual-tone multifrequency emergency broadcast signaling outputted by the sending device, carrying out power amplification on the broadcast program audio signal and outputting the signal, simultaneously decoding an emergent broadcast signal, and triggering a radio set to receive the emergent broadcast signal.
