The device comprises a first acquisition module which is used for acquiring first received signal code power of an original neighbor area of the terminal in zero time slot, and a same frequency interference cell processing module which is used for measuring second received signal code power of each cell in a target neighbor area in business time slot, and selecting partial or all cells from the target neighbor area for the configuration of a same frequency interference cell used for joint detection in business time slot according to a measurement result of the second received signal code power. The target neighbor area is a cell selected from the original neighbor area according to the first received signal code power from high to low. According to the invention, the same frequency interference cell can be configured for the TD-SCDMA terminal in business time slot, and the joint detection performance of the TD-SCDMA terminal in business time slot is improved.
