The method comprises the following steps that when a program updating instruction sent by a data server is detected, a marker bit of a first storage region is modified from a first identification into a second identification through a work program of the first storage region; when the marker bit of the first storage region is the second identification, an updating program is downloaded into the first storage region from the data server through a downloading program of the second storage region; when the downloading of the updating program is completed, the marker bit of the first storage region is reset to be the first identification from the second identification through the updating program of the second storage region; and when the marker bit of the first storage region is the first identification, the updating program is executed. By using the method and the device, the online downloading of a bottom layer program of the intelligent illumination equipment can be realized; and the updating of the intelligent illumination equipment is convenient.
