The method comprises the steps of setting content which needs to be recognized and acquiring a result by use of an OCR (Optical Character Recognition) picture recognition technology and an OCR recognized PHP (Professional Hypertext Preprocessor) interface API (Application Program Interface); carrying out optimization, hierarchical differentiation and CSS storage on the obtained parameters such as background color, size and position and the like so as to convert the picture into the HTML; the method mainly comprises the steps of traversing, scanning and differentiating background color, recognizing the background color and inputting the background color into a background library, carrying out level iteration and OCR recognition, character / non-character recognition, adjacent / non-adjacent DIV (Division) recognition, CSS (Cascading Style Sheet) attribute optimization and determined div border recognition on the background library. According to the method for converting the picture into the HTML document, a high-resolution webpage design picture can be converted to the document in the format of HTML, the complicatedness of a manual operation is omitted, the debugging time is saved and the method is suitable for webpage design.
