The method comprises following steps: a terminal device receives control information sent by anetwork device, wherein the control information comprises indication information and resource information of a data channel; the terminal device determines the modulation mode and the coding rate according to a first mapping relation set and the indication information, and determines the number of time-frequency resources according to the resource information of the data channel; the terminal device determines a transmission block size TBS according to the modulation mode, the coding rate, and the number of time-frequency resources; the terminal device decodes the data channel carried on the time-frequency resource based on the TBS or sends the data channel on the time-frequency resource based on the TBS.
