The method comprises steps of acquiring vehicle delay data according to a traditional intersection vehicle delay function Webster function, and generating actual vehicle delay data according to a point sample; performing data fitting of the vehicle delay data obtained by the Webster function and the vehicle delay data generated by the point samples, and constructing an improved intersection vehicle delay function; taking the improved intersection vehicle delay function as a first target optimization function, and obtaining an optimal signal lamp timing scheme by utilizing the improved genetic algorithm comprising a penalty factor; taking the optimalsignal lamp timing scheme obtained by the improved genetic algorithm as a training set; and utilizing an XGBOOST regression model to obtain a signal lamp timing scheme corresponding to the actual traffic flow.
