The UE may trigger the second RACH procedure upon identifying any of one or more of: that a measurement report reports an reference signal received power (RSRP) of the SCC; that a channel state information (CSI) report reports a first CSI component of the SCC that is above a threshold, and / or that a downlink (DL) throughput through the SCC has improved corresponding to a first time period.
